Mexico’s IFT sees no need to regulate OTTs


The Commissioner of the Federal Telecommunications Institute (IFT) of Mexico Maria Elena Estavillo told the local press that the fact of “the emergence of a new service is not in itself a need for regulation”, referring to the apparition and growth of OTT and Video on Demand (VOD) platforms on the internet.


“There are many arguments to be analyzed. It is true that OTTs leverage the infrastructure but they also generate traffic and this generates revenue for service providers. We cannot only see the effect in one part of the chain, it has to be seen throughout the environment, and see whether it is beneficial for different components then, what is the need, damage or distortion which should be regulated?”, Estavillo said.


On his behalf, IFT Commissioner Mario Fromow said that the entity will launch a consultation to get the views about the position it will take on the neutrality of content and data on the internet. “We will have very soon a public consultation to gather information to determine what is best for the Mexican market”, Fromow said.
